Report Overview
Digital health solution reimbursement is a key issue restricting the use of software-based solutions to treat, manage, and prevent a broad range of diseases and disorders within Australia. Digital health solutions cover a wide variety of technologies from AI as a diagnostic tool, remote patient monitoring, information systems, surgical robotics, patient-reported measures and digital therapeutics.
While reimbursement of all of these technologies is essential, this initial work focuses on remote care, specifically the two elements of digital therapeutics (DTx) and remote patient monitoring (RPM).
Digital Therapeutics DTx deliver medical interventions either directly to patients or under clinical supervision using evidence-based, clinically evaluated software to treat, manage, and prevent a broad spectrum of diseases and disorders. (https://dtxalliance.org/understanding-dtx/). Typically, they take the form of a software application that is used from the patient’s personal electronic devices (phone, tablet etc.).
Remote Patient Monitoring RPM is the use of digital devices to monitor a patient's health. Using RPM, patients and providers can manage acute and chronic conditions by collecting and sharing health information exit disclaimer icon. Some of the benefits include ongoing monitoring of the patient’s health, data sharing between the patient and provider, and patient engagement.
Telehealth and full virtual care are not directly in scope in this project, but it is recognised that there is significant overlap, particularly with remote patient monitoring.
The recent Productivity Commission paper ‘Leveraging digital technology in healthcare’ touched on the issue associated with remote care and helped to raise awareness, but it is one of a wide variety of topics covered at a high level.
The MTAA digital health reimbursement report looks at three areas:
- The current funding gaps
- The patient, healthcare system and local industry impacts of funding gaps
- Options and recommendations for closing the funding gaps

Current Status
As of 01 July 2025
An external consultancy firm was engaged in early May 2025 to develop the digital health reimbursement report on behalf of MTAA.
A project kick-off was held 06/05, and report development has commenced.
Stakeholder consultations have taken place with MTAA member companies.
External stakeholder interviews (payers & influencers) are currently being held, along with case study interviews and selection.
The report is due to be released at the MTAA MedTech Conference, 22-23 October 2025.
